Unable to sign into xbox live on PC Gamepass

I currently have a Gamepass Ultimate subscription, but I don't own an Xbox. I'm playing on PC, but whenever I try to launch a game in the Xbox app on PC it gives me an error message saying it couldn't sign me into Xbox Live. Some games are able to ignore
that and continue, but some, including The Creature in the Well and Night Call, get stuck in an infinite loop of failing to login and I have to force close them with task manager. I've tried a clean boot and following all the recommended account steps and
nothing works. This has been happening for over a week, so it's not a temporary issue.

The error reads as follows:

We couldn't sign you into Xbox Live

We can't sign you into Xbox Live right now. Try again in a while. If that doesn't work, we have a few ideas that might help fix the problem.

Welcome to the Microsoft Community.

Have you tried removing the Xbox App and installing it again to your computer/device?

I have found a thread where someone had this error, with the exact error code, and had to re-install Windows again to resolve this problem. Although, their problem was with the Xbox Game Pass app which no longer exists.: Unable to sign into xbox live on PC Gamepass - Microsoft Community

Clean reinstall of windows fixed it for me.

Hello, I'm not sure if this is applicable but there is an xbox gamepass app in addition to the xbox live app. Also are you sure your not logged into multiple places?
