unable to send messages. none of the solutions work!

i just started a brand new account to have a clean slate. i tried messaging my friends from my other account but it keeps telling me that messages aren't working for this account. ive tried all of thd solutions but nothing is working. suggestions?

I can't pay with paypal

I get this message whenever I try to add a paypal account:

I've already searched everywhere, but none of the solutions work.

On Xbox one when I try to send a message it says message failed to send then on message section of Xbox it say we are unable to get your recent messages please try again later.In Xbox app it says that it was unable to connect to the server and on the internet
it doesn’t work either.It works on Xbox 360 though. Please can someone help thanks.

yes. im still having the same issues. i can talk in party chat but i cant message people

 

i hit the message thing under your name and it sent you a message from here but not directly from the xbox messages
