It still sounds like you have some of your settings mis-matched. Does your Xbox Live account region match your physical region? You can follow the steps in the

region migration guide to be sure that your physical location and your Xbox Live account regions match.

Yes, my physical region and Xbox Live account region matches. They are both Singapore right now. I made the changes the last time someone suggested it.

 

If you recently made changes to your account, it's possible that they didn't change properly. Can you please try to change your account to Singapore again to see if it allows you to change properly?

Hi there,

I managed to do this by using a VPN to connect to the US. I then accessed the Xbox website and redeemed my code there with my account. That worked with zero problems.
