Unable to Purchase things in the Microsoft Store

I'm fed up with everything at this point. I've contacted Microsoft Support a countless amount of times, I've contacted paypal support a countless amount of times, and I've contacted my bank a countless amount of times. Nobody is giving me any answers, they
all say "everything is fine on our end"...

Here's my problem..

Since early April I tried to buy something with my paypal account. My paypal account is linked to my BMO bank account which I've used for purchases at the Microsoft Store in the past which worked fine. Whenever I try to add my paypal account to my Microsoft
account paypal gives me an error saying "We’re sorry, we weren’t able to set up preapproved payments at this time. Please try again later. Please return to the merchant and choose another way to pay."

I've contacted one of the Microsoft Answer Tech Chat Managers named Cris after I had already talked to numerous other people. He told me to contact my bank again and tell them that something was preventing Paypal or Microsoft from setting up preauthorized
payments so I contacted them. They said nothing was wrong with my bank account that they could see, so we went along and created myself a new fresh bank account, transferred all my funds and got it confirmed on my paypal account. To be safe, they suggested
I created an entirely new paypal account to ensure there were no issues at paypal either. So we did, I created a brand new which as I mentioned before, we had my bank account confirmed on. We attempted to add it to my Microsoft account and it still wouldn't
add.

Here's the funny part.. Sometimes my paypal account will add to my account, and sometimes it won't (most of the time it will not add giving me the error mentioned above). However when it does add, when I try to purchase things on my Xbox or on my PC it gives
an error that reads "Processor Declined". It also doesn't log anything in my purchase history saying that the payment was declined etc. Another thing that happens, whenever I add my paypal it will show up as "For purchases in Canada" but then later on it switches
to "For purchases in United States". I've never been to the United States so I don't understand how that happens.

I don't understand what to do at this point, every single person I talk to from each company is telling me that they see nothing wrong. Someone isn't seeing something, or just isn't telling me. Nobody is giving me answers, nobody is helping me.

I've missed so many promotions and sales for digital games etc that I've wanted to purchase but couldn't. I've also missed the release of two games I wanted to purchase digitally because of this. I've been with Xbox for so long since roughly 2009-2010 if
I can remember correctly. I'm just fed up right now, I don't know what else to do, I've tried everything I can..

I need someone to help me, I'm at a loss for words.

Sorry to hear the frustrations with your payment option. First, please make sure the region of your account, your billing option, and your Xbox One are all tied to the correct locale. Cross-region accounts and payment options can cause issues such as what you're
experiencing.

If all is good on that end, it may be worth testing a different Payment method through PayPal to help narrow down if it's the bank or PayPal. Keep us in the loop if a different payment option helps.
