Unable to Purchase Games on the Xbox One Store

I've tried multiple times to Purchase the game Outlast on the Xbox One Store. Every time it tells me I need to change my settings but I've checked them and they're fine. I've also checked the enforcement page like the help button suggested and I have no
active suspensions or so it tells me. My payment methods are valid too. So my question is, what is the problem with all this and why can't I buy the game I want?

What can't I buy 360 games from the xbox one store?

Whenever I try to purchase Xbox 360 games or original Xbox games in the Xbox one store (Including free games with gold) I get a message saying:

"Your account is unable to make this type of purchase on Xbox.com. Please complete this transaction from your Xbox."

How can I fix this?

Unable to browse, rent or purchase movies or games from store after update.

Received and update on my xbox one for the store app, now I am unable to view, rent or purchase anything in the store or anything linked to the store from the dashboard. Get an error that does not appear one xbox.com/errorhelp 0x80070bfa

Double check your privacy settings at the link below. Click on Safety Setting for Xbox One to see if your tag is actually set up to purchase items.

My Xbox one account is currently linked with a credit card, but I'm still unable to purchase a backwards compatible game from the store on Xbox one. (Or any of them at all currently) The game in question is Soul Calibur 2 HD, and when attempting to purchase

If it's not listed on the store on the console then that typically means it's not available in your region.

The strange thing is that the game is available in both the Xbox One store and on Xbox.com, although I am unable to purchase it. So it can't be my region or else it wouldn't be listed anywhere.
