Unable to purchase from the app store on Xbox One

Trying to pre purchase NHL 17, but the error is consistent across all content.

Deleted local profile to redown current profile from web

Payment options are shown under Payments and Billing (paypal and credit card)

When I go to purchase anything it does not select the already setup payment options which worked up until August 15. It asks me to create a payment method and I am not able to recreate them because I live in Canada and dropdown for province only shows states
even though the next one is postal code so the validation will not work. I should be able to pay with paypal or credit card but not any longer.

Unable to browse, rent or purchase movies or games from store after update.

Received and update on my xbox one for the store app, now I am unable to view, rent or purchase anything in the store or anything linked to the store from the dashboard. Get an error that does not appear one xbox.com/errorhelp 0x80070bfa

Windows 10 Game DVR Does not Work

Try to download the xbox beta app from the microsoft store. I have some feature unable to work on the full version of xbox app too.

And if you ask to a friend who lives in your city if they experience the problem (or in the country)
Are they able to purchase as usual?

If yes, you may need to double check your account status directly with Microsoft via chat or callback
