Unable to purchase digital content

I want to know whether my console is banned or is there any other reason for this...

As you purchased a digital copy of the game, there is no extra download code necessary. The license for the bonus content is added automatically do your game/account. If you open the two packs you currently have, do you receive new ones the next time they
are sent out?

I understand this is frustrating however we are unable to assist with in-game content. If you still are unable to locate your content, I highly recommend reaching back out to EA Support and explaining to them that you purchased a digital edition of the game
which does not require any additional content codes and that you are lacking in-game content.

Where did you purchase your copy of FIFA 17? Was it a digital purchase from the Xbox Store or was it a purchase from a local retailer? If it was a digital purchase, your content is added to your game automatically. Here is a guide from EA Support on how

in-game content for FIFA works. If you continue to be unable to access the in-game content, you will want to reach out to
EA Support directly for further assistance.

I don't think the data it sync's is outside of digital content you purchase. I am also unfamiliar with the physical copy as I have digital content myself. Looking online the disc has all Season 1 content, so I am assuming you purchased Season 2 content digitally.
Is it only the digitally purchased content syncing to your PC?

When you purchase digital content (not just movies/tv shows) you're only purchasing a license to use the content. You're not purchasing the content itself. This is how it works with any service you purchase digital content from. Even if you switched to Sony
it would be the same with their services.
