Unable to purchase content

I currently have $65 on the account I'm trying to purchase with, but when i go to purchase the game it says to add a credit card or something, it's annoying.

Any help would be appreciated.

I have been on support chat for about an hour each time almost every other day for 4 weeks. I tried the nice guy approach and angry customer approach, not sure I have the patience to fight anymore.

Your Microsoft account, Xbox Console and Payment method region match? (International cards doesn't work)

It either a glitch. Or that your card expiring soon. I would check your card and see if it that case. And if it not. Keep trying to called support.
