I've been trying to Download South Park: The stick of truth on my Xbox one via backward compatibility, but upon trying to purchase it, I get the error "Your Purchase cannot be completed at this time, Please try again." I've tried for days on multiple devices(Xbox
One, Mac, PC) but the problem still persists.

To download 360 xbox BC games from your xbox one console you should have a valid method of payment linked with your account.

You need to have a credit card in order to purchase xbox 360 games with BC.

Try purchasing the game using an Xbox 360.

By the way, make sure you're not using a child or teen account. Child and teen accounts are prevented from making purchases in the Xbox 360 Marketplace. Changing your Microsoft account age or your purchase settings won't resolve this issue.

any content that is backwards compatible and purchased digitally with your Xbox Live Account should be visible in the Ready to Install section on the Xbox One.

Hi!

If you are inside the backward-compatible menu (X360 interface from X1) you can purchase additinal contents for X360. You cannot purchase them directly from dashboard of X1, but you can only buy backward-compatible games.
