    Dear Gentlemen:

    I tried to pre-order Microsoft FS2020 from https://www.xbox.com/en-US/games/microsoft-flight-simulator. But when I input my credit card data, I can't
    proceed because it wants the name of state in the US and Zip code. As I stay in Bangladesh, I need to select Dhaka, Bangladesh. But there is no such option. Please help.

    Try to download from the Microsoft Store within Windows 10. That should do the trick (did it for me, anyway).
