Unable to play with one specific friend

Recently for the past two to three months me and a particular friend have been unable to play with eachother. We can still be in parties with no issues at all. Both our NAT Types are Open.

The games we've tried are as follow, Minecraft, Terraria, Call of Duty Advance Warfare, and Halo Wars. I've had this exact same issue with another friend in the past and we were never able to fix it. So my question is there anyway to fix this?

Okay, can you do me a favor and next time you try to connect with this specific friend, can you and our friend both submit a report through the Report a Problem app. You can download it from the store on the Xbox and please add [Xbox Forums] to the title. Once you do so can you please share the names of each report that both you and your fiend submit so that we can investigate on both ends.

Hey sorry for the late response. Yes, the problem still persists we tries playing For Honor last week and we couldn't play together unless someone else was host of the lobby.

I have Gamepass Ultimate. We actually also thought this could've been the issue which is why he got gold for month to check if it was the problem

Have either you or your friend ever received enforcement action on your account such as suspension or being banned? And do both users have Xbox Game Pass or Xbox Live Gold?
