Unable to play online private or system link

We own two Xbox One consoles. I would like to play LAN games with my 9yo son, as well as private matches with my adult son (Xbox One S) who lives a few hundred miles away. We can see each other is online, but we are unable to send invites or play.

For the LAN games, such as COD Ghosts, the option to invite has a padlock icon. His Xbox One privacy and online settings are all "Allow" or "Friends", except video chat. We do own two copies of Ghosts.

For private matches: I do not receive his game invites, but he receives mine. Trying to join each others' games in COD:MW3 gives something like "private match full". Other games behave similarly.

My settings are all "Allow".

Any suggestions?

Thanks, George. All three consoles show NAT open.

My oldest son and I can join public multiplayer games without issue. We just can't play together.

It's equally frustrating we can't play even on our own lan.
