Unable to play any games because login services are not working

I can sign in to the Xbox app and Windows perfectly fine. In the Xbox app I can see that I am online and can view everything you can view when you're online. However, when I start a game, or the Halo app, nothing will recognize that I am signed in. For example,
Halo 5: Forge. When I start up, I get to the title screen and press enter. It tells me I am not signed in, and a blank dialog box appears with nothing but a close button which immediately disappears and leaves me with the "you are not logged in, please sign
in to an Xbox live account" screen. Pressing enter again will bring up the same dialog box, repeat ad infinitum. This same dialog box appears when opening the Halo app, when I get a similar logon error in Killer Instinct, etc.

Basically, until this problem is resolved, every app I have purchased with Xbox live account functionality will be entirely useless. I have tried setting Xbox services to automatic in the services utility, re-installing the Xbox app, signing out and signing
in of my live account, and clearing the profile data from the Xbox account services appdata folder, which were the only potential solutions I was able to find online. None of these had any effect on the problem whatsoever.

My PC is running on an ASUS motherboard with an i7 6700k, a GTX 1060 6GB, and 16GB of RAM. Please help resolve this issue, as all Xbox-connected games are currently unusable, and I will certainly never purchase from the Windows Store again if it is unable to
be resolved.

Can't upgrade to Gold

I sent email to MS support yesterday and haven't heard back. The problem is on Microsoft's end (My network, ISP and 360 are all working properly, and my login/GT is active and not under any kind of suspension). Forza 4 is out today and I am unable to play
it because of this problem. When can I expect a resolution?

Solution 3: Uninstall and reinstall the Xbox app

1. Type Windows Powershell in the search box.
   
2. Right click on Windows Powershell and select Run as administrator.
   
3. Copy and paste the following command:
   
   get-appxpackage Microsoft.XboxApp | remove-appxpackage
   
4. Press Enter.
   
5. Restart your computer and try to access the Xbox app this time and check if it works
