Unable to open apps on second xbox one as different xbox account

I just bought a second xbox to use in new game room and I am confused about how xbox accounts work on a second console. On my first xbox I have my xbox gold account, and 4 additional family accounts. Any of these additional accounts can sign in and use
the apps/games that I downloaded and installed on the first xbox, includes free apps (YouTube, Netflix, Plex) and purchased (Minecraft).

One the second xbox I setup all the same accounts. As my account I downloaded and installed the apps and games we play on the second xbox. As my account I can launch all the apps just fine. The problems start if I sign out, and then sign in as one of the
other account. Whenever this other account tries to launch an app it fails to start with the following message "The person who bought this needs to sign in". Is this normal behavior for the free apps as well? At this time the only way I can get these free
apps to work is to download another copy when signed in as each additional account, so this means I end up with 5 copies of Netflix, youtube, etc. on this second xbox. A real waste of HD space.

I can understand why this might be the case for purchased apps to prevent people from launching and playing multiple copies at the same time, but for free apps too?

Is this how it is supposed to work or am I doing something wrong setting up this second console?

TheJackah, ok, to do this, You need two different Skype accounts. One account You open on Xbox One and second on any other device, second device would send picture to account that opened on Xbox One. Or Your friend can send picture to You, this not matters
who.

it does indeed sound like something that is intended, but for free apps it does seem strange.

For paid items (and possible free ones too) the account that purchased them is able to use the apps (since it owns the license) on any console, any account can set one Xbox One console as Home console at a time (You can only change Home console settings
3x per year). Xbox One Home setting will allow those licenses from that account to be available for all other profiles on that console.

Which is why the other profiles are able to use the apps etc on that first console.

Since the second console isn't set as Home console (Only one console can be it at a time) the licenses are not available for the other accounts. I didn't know it would also count for the free apps, but apparantly this is the case.

Instead of downloading the apps multiple times via each account, you could also consider setting the second console as Home console for one of those other profiles and purchase and download the apps via that account, that should result in the other profiles
being able to use them (since the license are available for sharing via that account that set the console as Home console)

Side note: having multiple accounts purchase/download the free apps, should not result in multiple copies of those apps being on the console, only one should be there and each account will own the license and therefor use the app.

Thank you for the explanation! Yes it is making more sense to me now. After I posted my question I did proceed with "downloading" the apps again for one of the other profiles and right away confirmed what you said above, even though the link says download
its just getting the license not downloading another copy of the app. So I am ok with this procedure, while a bit inconvenient it only takes a few minutes to click through the download links and get the apps working for each account.
