Unable to make purchase in Store

Why is it I am unable to make a purchase in the store where I use my credit card? I can use the coins from the game, but when I attempt to make a real purchase I keep getting an error and saying to try later.

Unable to make Xbox One Store purchase?

Recently, I decided to play through each of the Gears of War series (all backwards compatible) before starting in on GoW 4. Bought and downloaded Gow: Ultimate (1), and GoW 2 without an issue. After finishing, I went to download GoW 3, and the following
happens: I search for the game, click "See Price", $19.99, select my usual payment method, click "confirm". The screen then turns an opaque white, and returns me to the game description with "See Price" still present. No download started, no charge made, no
error code given, as if I never even attempted to buy or download the game. Thoughts?

Did anyone ever get an answer on this error? I am having the same problem. I double-checked my profile and account. Credit card number is updated and correct. Profile contact info is updated and correct. What next???
