Unable to make in-app purchases

I've recently tried to go through support channels to help with this but apparently they can't solve it for me and have told me to post the problem on this forum.

Issue:

I have Killer Instinct installed and would like to access the characters. I don't have an xbox, only windows 10, and so I can only do this via in-app purchases. I first purchased the definitive edition from the store but this is for xbox one only and was
refunded. The second helper sorted out my windows store but realised that it must be done from in game. The third helper told me there's nothing he can do to fix it - it needs to go to the developer.

Error in trying to purchase shows from TV App

Error 0x800706ba when trying to purchase The Librarians through TV app. Unable to find answer to error code per xbox app instructions thru support page. Tried again and big white screen with 4 boxes scrolling across, so we tried a restart after a minute
of waiting. Still unable to make purchases thru TV or movie app for the the last month and a half.

Sorry I meant if I buy another gold since my 360 one won't work on my xb1 do I Need to make up a new Hammett tag and profile And start all over again or can I just cancel that one and allocate the new one
