Unable to login on back-compat game.

So I purchased black ops 2 on my Xbox one and are unable to play the online multiplayer. I have tried restarting my Xbox and the app. I am signed into Xbox live with no problems but it won't let me select the profile I am using. I have tried to download
my profile but it says I am unable to connect to Xbox live . I test the connection but it says nothing is wrong

Backwards compatibility and downloading xbox 360 games to xbox one in south africa

My Microsoft, actual and xbox regions match and I am still unable to download, buy or play xbox back compat games, cant even download games with gold back comp games.

Again, this unfortunately did not help. Everything mentioned in this article is set to United States. It's something that is tied to my account, not just my xbox or computer. I really do appreciate the info though.

Is your billing address now a non Italian address in your Microsoft account? That’s really weird that it’s just the 360 games.

Since you're getting the error message in Italian, your account (or at least the Xbox 360 part of it) seems to be stuck in Italy still.

The links above seem to only affect the "newer" Xbox One and Xbox One Store part, which you are able to use. However the Xbox 360 part still seems to have Italy as country region.

However, as
this page says:

"Important If you’re trying to use these steps to resolve any backward compatibility account region errors, changing your account region will
not resolve these issues."

However, back in 2013 they announced that migrating to a new country for Xbox 360 users was now made possible, and

this page here should actually allow you to migrate your Xbox 360 dependent country.

Please check if that does the trick, and if it doesn't,
contact the official support again, and tell them, that not your Microsoft Account should be migrated (this can easily be migrated by choosing the appropriate country in your Xbox One console), but the country of your Xbox 360 account.
