Without using a different wifi network could be more difficult to diagnose the problem...

Please try this in your PC:

A. Open the Control Panel in Windows.
After opening the control panel, set the “View by” on the top-right corner to “Large icons“.
Click on the “Network and Sharing Center” option.
Here, click on the “Change adapter settings” link on the left panel.
Now, right-click on the active network adapter and select “Properties“.
Go to the “Networking” tab.
Here, uncheck the “Internet Protocol Version 6 (TCP/IPv6)” option.
Click on the “Ok” button to save changes.
Then close all the windows, restart your PC and try again

B. Use a custom DNS address, try with both Google and Cloud flare DNS

Unfortunately, I don't have access to a different device or a different network. I also do not have any VPNs and am using default windows firewall settings. I am able to log into my Microsoft account without any issues.

Or wifi network?

Also, in case you have a VPN, firewall, proxy or similar service please disable each one before trying again

A. Run the Gaming Services repair tool and verify you can install the game after that.

B. Search “Services” by using the Windows search functionality and look for the following services:

IP Helper
Xbox Live Auth Manager
Xbox Live Game Save
Xbox Live Networking Service
Gaming Services

For each service: Right-click on the service > Properties.
In Startup Type, set the service to Automatic.

If the service isn’t started, click Start > Apply > OK to save changes, restart your PC and try again.
Note: In case GamingServices can't be modified, skip that one.

C. Perform a clean boot in your PC, once restarted, try again.

D. Right-click on the Windows button and select PowerShell (run as an administrator).
Then, run the following command: (You may want to copy and paste the entire command)

Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_. InstallLocation)\AppXManifest.xml"}.

This command can take a while to end, but when the process ends, you should be able to type in the PowerShell window.
After that, please restart your computer and try again.

E. Create a new local user on your PC. Then test again.
