I am unable to log-in in my xbox live on my new laptop. even though I can log-in on windows and xbox website.

Dashboard lag

I believe the pins are stored "In the Cloud"

When my internet cut out, I rebooted my system, and was unable to access the internet. On my pins it said "Log in to Xbox Live to get your pins".

May be something to do with that?

Why am I unable to play off-line on XBOX One? Since I can't log in to XBOX live I should have the option to play off-line until the service is up and when I log in they can update my profile to the sever.
