Unable to join xbox rewards

I'm trying to join xbox live rewards, but I end up on this page, unable to login (no icon in the top right):

Unfortunately, you can not join Xbox Live Rewards right now. That's all because, before you join Xbox Live Rewards, you must have an Xbox Live account. Just do this:

Step 1: Connect to your Xbox One or Xbox 360

Step 2: Join Xbox Live *

Step 3: Come back and sign up for Xbox Live Rewards

If you have already taken the actions displayed, try again soon.

* After you create an Xbox Live account, it may take up to 96 hours to join Xbox Live Rewards. If it has been more than 96 hours and you still see this message, contact Xbox Live Rewards support using one of the methods here.

Since I already have Gold, this shouldn't be a problem. I believe the main reason I get this error is that nothing happens when I try to login on www.rewards.xbox.com.

Go to join Microsoft Rewards, get stuck in web page loop

I received an email saying I have xbox MyVIP reward, so following the link I was brought to a page where there was a pop up for Microsoft Rewards FAQ. I closed the pop up, and there page underneath, which blocked my ability to see the VIP page, said join
Microsoft Rewards and when I selected that, it opened the FAQ pop up again and reopened the “join Microsoft rewards.” I am unable to do anything, or view my Xbox reward pages.

Since your account was only recently created, we do not have your data yet. Please allow up to 96 hours for us to receive and process new information. Furthermore, we see that you do not have any Microsoft Payment Account information associated with your
Microsoft Account. Since we can only deposit into a Microsoft Payment Account, you will not be able to register if you do not have this information, as mentioned in our FAQ:

How do I make sure my Microsoft account is properly set up to receive Xbox Live Rewards deposits?



In order to receive deposits in the form of your country's local currency, your Microsoft account must be transitioned to currency. As long as you have a billing address on file in your account,
you simply need to redeem an Xbox gift card, a Microsoft Points card, or a Microsoft Points code with your Microsoft account to begin your account transition.
