    I have been getting this error on XBOX Series X for around seven days now. Until then I have played with no problem for three weeks.

    I have full access to all my other online games, so this seems to be just an issue with Forza itself, please can you investigate?

    I was able to resolve this problem thanks to this thread:

    In short, problem was caused by "NI service", disabling it solved IPSec 0x00000000 bug for me.

    Also, in the Steam discussions one player mentioned, that the reason of this may be a 'shadow ban of the account' whatever this means. But in my case Forza is literally first game I've launched in Xbox Live account. I doubt that I was able to break some rules while completing tutorial before multiplayer unlocked.
