unable to install/update

I've been trying to install the game for a week now, and I have no clue what to do anymore. Sorry this is long, skip to the last paragraph for the short version.

I first purchased the game off of xbox live, tried to install it. It never got beyond 1%, I checked the bandwidth usage and it had used 113 Gigs in 3 days. The game is only 46 Gigs, so you would think it would have downloaded. I uninstalled/unplugged everything/
reset everything (modem and router included) then I sent in a support ticket, didn't get a response in 48 hours so I did a chat with microsoft and was told to uninstall and unplug everything. Which didn't work, so they refunded my card.

Then, I made what I'm guessing was a poor decision and went to Best Buy and purchased a physical copy of the game. Brought it home, put the disc in was asked if I wanted to update, I said yes. But same issue happened, would get to 1%, then switch between
installing and "queued". So I uninstalled, unplugged, then reinstalled and it actually installed the whole game. Then I went to play the game, and couldn't without updating. So I attempt to update the game, and it goes to 40% then starts switching between
"updating" and "Queued". Never goes beyond that. I can't launch the game, I can't do anything. It has been stuck like this for hours.

I've tried to uninstall/reinstall/cleared the local saved data/cleared the blu-ray storage/ everything short of a factory reset. I've reset it by holding the power button, I've dismantled the power supply, sacrificed a goat(j/k), and nothing will work. I
cannot get the game to finish the update or install, it just stays on 40%.

I heard back from 2k support on Friday, telling me to reset the console, even though I told them I already did. I have no clue what else I could possibly do. I have fast internet, so the download shouldn't be the issue. I have never had this problem before.
Any help would be appreciated.

Hmm. I tried one last time, and it seems to have fixed itself.

I turned on my xbox 360 after a couple of months not playing, and it prompted an update. Everything seemed fine until it restarted to install. It gave me a "Can't download the update" message with the usual code. So I went to the article and unplugged everything
and plugged it back in. I cleared the cache too.

So now I have the same issue and same message, but with an unknown code, shown below:

4467-0000-3080-0504-8000-4004

 

Man I bought CoD and that was crap so I returned it for this game yesterday.

I can't get past 59% installation

Im taking it back no NBA 2k for me this year…..

Between Madden NBA2k and CoD the video game industry has been awful this year

 

I just don't get it, I'm guessing it has something to do with the xbox live alert that has been going on. But its very frustrating. I can appreciate the fact that they send out updates to improve the game, but we should be able to download them via computer
and then install them on our xbox if they are having issues
