Unable to Enable xbox Game Bar via Settings or Registry

1. Yes, I already checked the latest system update, and it is already on the latest update.
   
2. I already checked the setting, I already enabled the xbox game bar setting. And also the game mode setting.
   
3. Yes, I already enable the Game bar via Registry editor.
   
4. As I said before, I already tried uninstalled and install the app back again
   

I've already checked Xbox forums to see if there is similar problem, but I didn't found one. Most similar problem is solved by doing the steps you mention before. But it doesn't work for me. Is there any other way to fix this?

Try using your account everywhere (including the Microsoft store) to see if the achievement notification appears

And this can be a bit dumb, but make sure to have notifications enabled for the Xbox game bar via windows settings and game bar settings

well in both game settings in the metro settings menu and xbox console companion it shows for NAT type is Teredo is unable to qualify and server connectivity is blocked. also I checked the service and winHTTP is unable to be started or stopped manually.
I have also checked the registry editor and the registry seems to be in order.

Let's try some troubleshooting, first try reinstalling the game bar via powershell command:

Right-click on the Start button and select Windows PowerShell (Admin) from the pop-up menu.

Copy and paste the following command in PowerShell and hit Enter to uninstall the Game Bar from your system.

Get-AppxPackage Microsoft.XboxGamingOverlay | Remove-AppxPackage

Now head over to Microsoft Store and search for Xbox Game Bar, install it and check if you're able to record.

(Double check if you have enabled recording options via Windows Settings)

If that doesn't work try deleting registry keys for game bar:

Press Windows key + R > type regedit and hit enter
And go to this Path:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\GameDVR

**Click in the little arrow to expand the folders

Once there click on GameDVR folder and you should be able to see some registry keys. Delete everything except the (Default) key
Finally restart your PC and check again

**By the way, check Nvidia website and reinstall the latest update for your graphics card
