Unable to download xbox profile (80070428)

I have tried everything! I was having issues signing in, so I deleted my profile and cleared the cache because I thought it might be corrupted. Now I cant download it. Ive checked billing, accepted terms & conditions, and scoured this forum for other suggestions
but nothing is working. Help!

Hello all! We have some official steps that you can try to resolve this issue if you are still experiencing it. Give these a try first!

1. Clear the cache on your console through Settings -> Console -> Storage
2. Sign in to support.xbox.com and ensure your account and payment details are up to date
   
3. Make sure you've accepted our most recent Terms of Use
4. Try downloading your profile again

I got exactly the same problem and, as someone else said in another answer, got it solved by signing into xbox.com and accepting new terms and agreements.

I was then able to download my profile :0)

The only thing I can recommend, is verify that your profile is still deleted, clear your cache 3 TIMES in a row, reboot your console, then try downloading the profile again. If you still get the error, can you confirm whether you are a child account that
is part of a family account? If so, the parent account would have to access the terms first. If you aren't part of a family account, then the only other thing I can recommend is trying to call
Microsoft Phone Support so they can review your account to determine where the hangup is.

If you are not having any issues connecting to Xbox LIVE, please follow this step below:

If you're trying to download system updates or recover your profile on your Xbox 360 console, confirm that the billing and payment information for your Xbox Live account is up to date and correct, and that you’ve accepted the Xbox
Live Terms of Use. Here's how:

1. At Xbox.com, use your Microsoft account to sign in to your Xbox Live account (if you’re not already signed in).
   
   Note You may be prompted to accept the new Xbox.com Terms of Use. You must accept the agreement to connect to Xbox Live.
   
2. Under your gamertag, click My Account.
3. Select Manage Payment Options.
4. Confirm that your billing and payment information is correct.
5. Exit your Microsoft account.
6. Restart your Xbox 360 console.
   
   Note You may be prompted to accept the new Xbox.com Terms of Use. You must accept the agreement to connect to Xbox Live.
   
7. If, when your console restarts, it does not install a system update, you may need to update manually.
