    No, there are no other games on offer instead.

    From what i have seen the vast majority of people having issues are those with incorrect regions on their accounts or consoles.

    Are you referring to a Games with Gold title? Unfortunately once a month's Games with Gold ends you would be unable to download that game again. It sounds like you previously owned the first Borderlands and were unable to get Borderlands 2 when it was available.
