Unable to download games on xbox one

Hey,

Whenever I try to download any xbox 360 games through either xbox one store or the xbox store on my PC, this message appears:

Sorry

Your account is unable to make this type of purchase on Xbox.com. Please complete this transaction from your Xbox.
My account is not 18 years old, but I have no restrictions. I'm unable to buy borderlands for free on my mother's account because she isn't gold.
And one suggestion I read was to make sure that both xbox location and the store location were the same, and they are.
I dont know what else should I do!

NM. I needed an XB1 Gold membership. Purchased!

Backwards compatibility games wont download

I try to download the latest 360 game for gold on my xbox one but It cane up with an error saying unable to download

You will either have to download the game on an Xbox 360 or upgrade your account to an adult.

This is how you upgrade:

I mean that I bought the game version for xbox one and not the one for xbox 360, so I'm unable to download it or else.

Xbox live thinks I have a 360 not an xbox one. I am unable to download any free games.

No, that's not what I meant. My wording is vague however.

I meant that downloading in general is possible on my 360, but not on my One. The game I tried downloading on my One was the new Battlefront, on the 360 it was whatever the free game is currently, the name escapes me. I was unable to download the new Battlefront,
but my 360 had no problems downloading its game. Nonetheless, it's not a matter of backwards compatibility. I literally am unable to purchase anything at all, not a single thing, on the Xbox One marketplace, 360 game or otherwise.

I am playing this via the Cloud on Game Mode.
