Unable To Download Free Games With Gold

Why can't I download the Xbox Live gold free games? I've been an Xbox live member for many years, with a Canadian subscription and a valid Canadian issued AmEx that I use for Microsoft purchases. I'm a Canadian citizen and I live in Romania temporarily.
Please let me know the reason I'm not able to get what I pay you for anymore. Thanks!

Unable to get Project Cars games with gold

I am unable to download the project cars free games with gold. When i click "free with gold" it just reloads the screen. And the app just tries to charge me.

Because you're in Romania, be sure the region of your account and your Xbox console is set to your physical locale. Cross-region accounts aren't supported and can cause troubles for purchases such as this.

If not that would be why it needs to match unless you dont live in an xbox live region
