When download starts the speed is around 15-18mb/s for 3-4sec after that it slowly drops to 0 and stays there I tried almost everything I could find online from resetting xbox app to network adaptors

I had a similar problem when installing Starfield on my PC. What fixed it for me was reinstalling the Xbox app entirely. You might also want to check your download queue because sometimes there's something downloading in the background that out-prioritizes what you want to download.

Unfortunately, this didn't work and this has only started happening when I upgraded to windows 11 from 10

Open the Settings app it is the gear in the start menu.

Open Accounts

Click Sign-in Options

Scroll down to Privacy

Uncheck "Use my sign-in info to automatically finish setting up my device and reopen my apps after an update and restart."

Restart your PC!
