I am having the same problem. This is a recurring issue for me and I call into support and they still can't help me. They told me buy gift card instead. Please escalate this issue to higher authority.

Is this issue occurring when you're trying to add a payment mothed on your account, or select an already mothed that you have in attempt to purchase the game?

If not, could you please try to add your payment mothed first on Microsoft's Billing site (

account.microsoft.com/.../payments ) and then try to purchase the game and selecting the payment mothed you added to see if that works.

same here. I tried to buy 'Recore' and I saw that error message.

then I tried to buy 'Forza Horizon 3' there is no problem. I bought it.

so I return to 'Recore' and tried buying again, shown error message. what the hell?
