Unable to complete billing address on Xbox

I'm trying to change my gamer tag and it costs 9.99 which is fine, but each time i go to pay the address screen is usa and i can't change it. My Xbox amount is set to Canada, my Microsoft account is set to Canada, my Hotmail for the account is even set to
Canada and the I've gone so far as to check the time zones to make sure they right, but the prompt billingbilling still won't let me change or from usa.

Any ideas? It's getting irritating.
