    We will need some more info to help you better:

    • Is this a purchase, or just a rental? If so, is it downloaded, or streaming?
    • If this is a purchase, try signing into
      http://video.xbox.com
      . Can you stream it from the website without issues?
    • On your Xbox One, press the Menu Button on your controller and go to Settings>System. Under Location, Time Zone, and System Time, what do you have it set as?
    • What region are you currently in?

    I suggest you to check this link regarding syncing music in Windows Phone:

    Also please keep in mind these few rules:

    You can use Xbox Music on a limited number of devices at the same time. If you've reached the limit, you can always remove a device to make room for a new one.

    If you have an active Zune Pass subscription associated with the same Microsoft account that you use for Windows Phone 8, then you will automatically have an Xbox Music Pass subscription on your phone.

    I was able to fix the problem. You have to go to settings then system then console and hit reset console save games and apps. you have to go through setup again, but it worked!
