Unable to chat with other players in Xbox

My brother has been having some issues these days while he was playing Minecraft. He was unable to chat in-game: in Realms or Solo/Multiplayer survival modes, and in the Xbox socials as well.. Every time he tries to chat in-game, it doesn't send but instead replaces it with a message, "You cannot chat with other players because of how your Microsoft Account is set up. Please ensure your privacy settings allow communicating with others. See instructions for changing these settings at aka.ms/MCMultiplayerHelp"

We've tried:
Restarting computer
Restarting Minecraft
Logging out and back in
Checking out the privacy setting at aka.ms/MCMultiplayerHelp,, nothing seemed to be blocking the right to chat

OS: Windows 10

Sorry, i've figured it out, he was suspended as the result of the inability to chat in-game. I just checked his account and saw the suspension. My apologies, thanks for trying to help.

Hi, I hope you're doing great out there despite the issue that you're experiencing. I am an Independent advisor and I am here to help you in regards to your concern.

When you sign in to https://account.xbox.com/settings under Xbox One/Windows 10 Online Safety please block “ You can play with people outside of Xbox Live” and “ You can join multiplayer games” once you’re done, hit submit and lastly allow both of them again before submitting.

Please restart the game after that to sync the changes.

Yes you can add two, yet with some limitations. Both players will need to be logged into separate accounts, and both can be used to chat with others in an online party chat. However, the two players on the same XBox 360 will not be able to hear each other's
voices in the party chat. This is due to Microsoft disabling local chat on the Xbox 360. Other party members will be able to hear both players, however.

The bans for communications violations are both punishment and there to keep the gaming community safe.

By receiving your comms ban you have automatically been punished for your actions, At the same time this keeps the community safe as you will be unable to chat with or socialise with other players on xbox live during the ban.

Thank you for posting in Xbox forum.

It seems that your unable to see other players chat messages nor they can see your chats. We recommend consulting this directly to Minecraft support forum as this is more in-game related issue already.
