Unable to change profile picture

I've been able to change my profile picture 3 times already and now it won't let me because my behavior but I've gone to the enforcement page and everything is cleared i don't understand why it doesnt change

how do i changing settings so I can add a custom profile picture?

On my xbox one s I am unable to change my profile picture to 'custom' due to 'privacy settings or age restriction'. How can i change this?

I have somthing similar i try to change mine to somthing i want but it takes hour on end so i figured maybe i just need to choose diff one then switch back to one inwant so i do the custom image i dnt want gets verified right away the one inwant will tske
hours to be verified also do u guys not work on fridays through sunday cuz i have this problem and the only times it wont change or get verifified is a friday through sunday sooooo idk wat the deal is but ppl shoudlnt have to w8 48hr for a gamerpiv change
sooo if u have a conputer checking the pics is kinda dumb and u should get a smart one lol cuz its kinda dumb waiting

To clarify, the Enforcement teams don't use the forums at all and they only communicate through a Case Review. 24 Hour communications suspensions and Console Suspensions are not reviewable however. You can find more information in these cases through the
communication sent by the teams to the email address associated with your Xbox Live Gamertag.

In regards to Custom Images and enforcement actions, all custom pictures must abide by the
Code of Conduct, otherwise they could be subject to removal. This applies to both Custom Gamerpics and Custom Backgrounds in Clubs on Xbox Live.

HERE. It's possible that the picture you're trying to use is being reviewed before it's posted to your account.

Hi Xpfb, Since this virus is out we are unable to change our profile picture. Once the virus is gone we may change our profile picture.

It could very well be that you have changed profile pictures too frequently in a short period of time, or that you are temporarily unable to change your profile picture due to your status with Xbox Live. I would try again after a much longer duration of
time, or try attempting to change your profile picture using another device, and see if that resolves your issue.

It's to do with excessive server traffic, as more people are online. Also Microsoft/Xbox have a duty of care towards their staff, ensure their health and wellbeing is catered for.

As I said, it's to aid with server moderation. Please be patient.

The gamerpic feature has been temporarily switched off to aid with server moderation, during the covid-19 situation.

Once server traffic and the situation eases, the gamerpic feature will be turned on again.
