Unable to change privacy settings on Xbox account

I want to set my achievements to "public" so my progress can be displayed on achievement tracking sites like MetaGamerScore but every time I go to profile and click "Privacy Settings" or try to access my privacy settings from any other way it always redirects me to this link

I do not own an Xbox 360 or an Xbox One, I get my Achievements from Microsoft's mobile games such as Minecraft. I cannot use a console to change my privacy settings. I have had this problem for months and have tried many things, such as creating a new account with control over my main one to see if I could change it by using another account, but no luck.

If someone such as a staff member or any higher power can change the settings on my account manually, please do so. I am very frustrated and just want the achievements set to "public"...

If an adult (Parental) account is associated with your safety and privacy settings then you are unable to change those settings.
