Unable to change gamertag

I have run into an issue when trying to change my gamertag on social.xbox.com/changegamertag . Pressing the "Check availability" button worked correctly the first many times I checked the availability of a new gamertag. But after I checked many gamertags,
I now receive the error "Error: one or more services are experiencing an outage. Please try again later"

when attempting to check (and therefore change) my gamertag. It is not an issue of services experiencing an outage as I am able to log onto my old xbox account and the "Check availability" button works just fine.

I am almost certain that this is an issue of pressing the button too many times (spam protection perhaps?), but I spoke to an Xbox Support representative with the "Chat Online" feature at support.xbox.com and he was unable to diagnose or fix my issue. Telling
me that I should clear the device cache and wait 24 hours. While I have yet to wait 24 hours I attempted to change my gamertag on two different devices using 2 different browsers and the issue persists. While the issue is still not present on my old xbox account.

I even asked the Xbox Support representative if he knew whether the issue was caused by me pressing the button too many times and he told me he did not know. Has anyone else experienced this issue? Or perhaps do you know what is causing it?
