Unable to Change Gamertag

Sorry if this has been posted before, but I'm really frustrated. I followed the directions on how to change my gamertag on my Xbox One. However, whenver I press "Make my own" and enter the gamertag I'd like to use, it has a spinning loading circle
and then it just goes back to the screen with the generated gamertags and the "Make my own" button. No error message. It just doesn't work. Anyone else had this happen and found a solution?

I created my account 7 years ago online, but didn't have an Xbox 360 at the time, and wasn't aware that you could change your gamertag for free for the first time. I just now learned that there is an expiration date for the first free gamertag change, and
now I have to pay to change it. I contacted customer support, and was told to make a post here to see if a moderator could do anything for me.

Unable to change gamertag

Hi all,

I would like to change my gamertag, but I am not able to pay, because I don't have a creditcard. Unfortunately, this is the only available payment method, but not one that is common where I am from.

Does anyone have an idea of what I can do to fix this (except getting a creditcard)?

 

Update: If I try a gamertag with 14 or less characters, it seems to move forward. However the character limit is supposed to be 15 and the new gamertag I want has 15 characters. :-(
