Your older then 18 years if you are you should be able to upload a custom gamerpic if you still can't upload a custom gamerpic try contact xbox support they will try to help you further on your issue

Thanks for the replies. I'm sorry to hear about the issue with changing the gamerpic. I recommend to take a look at the following article:

Note

Custom images are only available for adult Microsoft accounts.

1. Press the Xbox button on your controller to open the guide.
   
2. Select Sign in, choose your profile, then select My profile.
   
3. Select Customize profile > Change gamerpic. (You’ll need to select
   Switch to gamerpic first if you’re replacing your avatar with a custom image.)
   
4. Select Upload a custom image and choose one to use from your connected device or OneDrive.
   
5. Select Upload.

It might take a little while for your custom picture to appear while we verify it’s OK.
(If it’s not, it’ll be reverted to the last gamerpic or avatar you were using.
