Unable to change Custom Privacy & Online Safety!?

I am on my Xbox One trying to to download the new DLC for Call of Duty Ghosts but when I press confirm it says "Change your settings to allow purchases" meaning im blocked from buying content that isnt free. I have custom settings and I can do everything
but buy non-free content. When I try to change that in the settings, I press on custom settings and it wont let me choose something else other than "free content only". How can I fix this???

I tried to go change my settings because I recently bought a $60 Microsoft Point card and I couldn't buy anything.

When I went to go change the settings they were locked, I know why they were locked.

I looked it up and it says I have to make and add an adult account to a family account, and I feel like its a lot of effort just to be able to buy a game.

Can I change this without going through all the steps?

I have also tried a lot of the suggestions from other posts but none of them have a solution to my problem.

 

I have the same problem but I have no options to change to it just says its trying to connect to a service I dunno what that means

 

same problem here anyone got a solution? there is no disconnection with this server Microsoft is talking about so Idk whats going on. someone fix this

I had the problem before also. The issue to fix it was to add a credit card to the account. Once that is done it works. Sounds weird but that is what support had me do.
