Unable to buy

Oh, I found a way. The web and mobile app may be no good for the store... not sure. But once I used my Xbox One I found the game, found the purchase (it's cheap right now). The only complication is that it only buys using credit card. I have wallet funds
but it doesn't want to draw on that. This isn't the first time I've seen a Backwards Compatibility game purchase bypass my wallet.... That's a shame because I prefer funding the wallet instead of having a card on account. But you can't even claim Gold free
games without a registered credit card.

Yes for the moment you can purchase avatar items only from Xbox.com or an xbox 360. I have already contacted the support for this and they are working to solve the issue.
