Just tryed visiting the link you posted and yet again i can't get ahold of anyone at microsoft, the message im getting is

Im seriously getting frustrated as theres no way to contact the people at xbox or microsoft.

Please try the following steps to allow you to purchase the content you would like on Xbox LIVE.

1. Sign out of your live account (if you are signed in via your Xbox at the time.)

2. Log onto your Xbox account, go to your billing information, remove all forms of payment you have listed.

3. Re-enter your primary form of payment. Ensure that the site returns you to the main account screen.

If it does not, then you may get an error stating there is an authentication issue with your form of payment. If so, review your information and then retry submitting it again.

4. Sign back into Xbox Live. Everything should work now.
