Unable to access Privacy and online safety settings on Xbox One

I have had a consistent problem for months where I am unable to access privacy and online safety settings on the xbox one console. This therefore restricting me from making any purchases whether free or cost, Microsoft lost a lot of potential money from
me this summer because of this, also not letting me broadcast on twitch and many other small annoying things that I cant change. Anytime I try to purchase or access setting the same error message shows up (Video attached). I have contacted xbox support with
this problem monthly and we go through every trouble shooting method and no solution. However each time I call they become more knowledgable. The latest time I called, today, they said that theres been more support and they'll document it so there is enough
support for the "higher ups" to see. So my goal of this is either to find a solution or to hopefully gain enough support to find a solution.

Can't sign into any games e.g Asphalt 8 Airborne
