Have you checked that your Twitch account is linked to EA's account and that EA's account is linked to Xbox?

I have this exact issue with Twitch and Amazon Prime Video on Xbox 360. When I test my connection it says there is a service alert, but there are no service alerts on Xbox.com. It's been a persisting issue for weeks now and there seems to be no fix.

I understand wanting to talk to an actual person. I am normally the same way. Though, the Ambassadors are not affiliated with Rockstar Games so I do not know the process to get a hold of someone. I would contact their support site and see if there is more
information to help you. If you have sent a ticket in for support already I am sure they will be getting back to you with an answer soon. I hope you can get this sorted.

I did look into this a little but and saw this on their support pages.
