Discus and support "TV & A/V Power Options" and "Payment & Billing" still have the old UI... in XboX Insiders to solve the problem; Both of those sections have not been updated, still uses the old UI.     If you go to Settings - Power & startup - TV & A/V power options, do you see multiple options for powering on a and off your tv? "Nothing" is the only option in all of my settings.

    My xbox keep turning the tv back on, and keep changing the hdmi input back to it.

    Disable HDMI-CEC

    Settings > General > TV & Display Options > TV & A/V Power Options.

    If you already have old credit cards on file there you may need to call (800) 4myxbox to clear the old ones, Otherwise on your console you can go to Settings>Account>Manage Payment options>Add credit card,Add paypal or update payment options.
