Turned off console while wireless was restarting

Are you referring to your wireless home network that was restarting?

If the console is no longer powering on, then you need to power cycle the console. Unplug the power cable from the Xbox and from the wall outlet and leave it unplugged for about 5 minutes. Then plug it back in and power it on from the console. Try different
outlets if the console cannot power on.

If you're connected wireless then please try an ethernet cable.

Either way you should definitely try restarting your modem/router by unplugging for 10 seconds while the console is turned off.

1 Remove any discs from the disc tray

2 Turn console off

3 Turn console on using the guide button on the controller.(You must turn on using controller especially if it's wireless)

As the console starts hold Y while pressing the right trigger. If done correctly the display settings will reset and the console will restart

Turn off everything and restart in this order.

First the TV then AVR, if using, and last the console.

While you have turned off the console, remove the power cord for a few minutes, then restore power and follow the restart sequence above.

To reset your display settings, follow these steps:

Make sure there’s no disc in the disc tray.

Turn off the console.

Turn on the console.

Note If you’re using an Xbox 360 Wireless Controller, make sure only one wireless controller is connected to the console, and then turn off and restart the console by using the Guide button on that controller.

As the console starts, press and hold Y while pulling the right trigger on the controller. The display settings are reset to the default settings, and then the console automatically restarts.

Xbox 360 E or Xbox 360 S console: To reset display setting on these console models, you can also just turn off the console and then hold the power button on the front of the console down for about 10 seconds. (The lights will flash several times.)
