Trying to update an Xbox One offline and it's stuck at 55%

So I bought it second hand and the first time I turned it on it crashed. I did a hard reset and that got me onto the dashboard and it signed into the profile that's on it, but all the windows showed up as blue squares except one.

Now it won't boot and gets stuck on a black screen. I tried to factory reset by holding the eject and bind buttons but that stopped halfway through due to an error. Doing the online update with OSU 1 doesn't seem to be working either. It's super slow and stuck at 55%.

Am I doing something wrong or is my best bet to replace the hard drive?
