Trying to Transfer Content from Xbox 360 to Xbox One- Please Help!

Hi, so my Xbox 360 has finally died and is completely unresponsive. I want to buy an Xbox One, but am worried that my game data won't transfer over from my old console. I was speaking with two people in the Xbox community and they gave me contradicting answers.
One person told me that I needed to upload my data to the Cloud on my Xbox 360 so that it will transfer over to the Xbox One, and the other person told me that as long as I signed in to my old account on the Xbox One, it would be fine, and all my game data
and progress will transfer over successfully. I'm wondering which one is an accurate description of what can happen.

I'm also wondering, if I do need to upload things to the Cloud on my 360, if there is any other way to go about it since my 360 console died.

Any digital purchases you made that are backwards compatible will be available to redownload when you sign into your account on the new console. Game saves do need to be stored on the cloud in order for those to transfer.

Thank you for the link! Does this apply for transferring the licence from one account to the other? The instructions are for transferring licence from one console to another.

I will sell the console and the buyer will set up a new account with a different gametag. So if I follow the instructions, will he/she be able to download the purchased content?
