Trying to purchase a shark card for GTA, says my settings don't allow for me to purchase ...

Im trying to purchase a shark card, when I try to purchase this it says "Your settings are blocking purchases of free of free of paid content. If you still want to buy this, first change your settings to allow purchases. Parents will have to change this
setting for children. Ive gone over my settings for purchasing things and its set to allow paid content to be bought, yet this message still shows up. My accounts region is the UK and I'm physically trying to connect from the UK too.

GTA V - Shark card purchase - Xbox 360

When I try to purchase a shark card on GTA V for Xbox 360 it says, It is no longer available to purchase. Why?

 

I Got Status Code 8C32008

I'm trying to purchase the $2 for 2 months deal, and I get the status code 8C32008. I went to manage my payment methods, and it says I don't have any! So I tried to add my Visa Credit Card, and it says the Marketplace is not working. So I try to add my
card on the Xbox Live website, but it says to re-enter a valid credit card number. I entered all my information correctly, I triple-checked everything, I didn't put spaces between my credit card number. So I don't know what's wrong. My credit card is Visa,
not a pre-paid card or anything. Please help.

If you cannot access the settings from there and it shows that you are unable to purchase on the Xbox One then a parental account will be need to change them if you are under the age of majority in your country.
