trying to log in offline

I recommend you try logging into another account (offline) then try and log in again to the account you so desire.

Try logging out then back into your profile or going offline then back online

It's been reported if you take the console offline, it will install. Try logging out of Live, and if that doesn't work try disabling the network connection entirely.

You will be logging in from a different IP its understandable for them to require verification if you are trying to access from another PC.

Try logging out, clear the console cache, log in again, maybe it will work. Were you playing offline? If not, something has corrected your data because the saves are saved in your account by the cloud.
