In order to play DVDs or BluRay movies, you'll have to download a free BluRay Player app from the Xbox store. You can (re-)download the app here: https://www.microsoft.com/store/p/blu-ray-player/9nblggh4vvd4

It appears this error code
0x80072ee7 is
connect to the network. So in this case it does seem like you would need to be connected to a wireless or wired connection. "This may mean that the console couldn't load the resource you tried to open. Typically, this error occurs when a network connection
error prevents the name of the resource from resolving to an IP address."

If this is the first DVD that you've tried to watch, then it's possible that you haven't
downloaded the Blu-Ray Player app, which is required to watch Blu-Rays/DVDs. When you first put a Blu-Ray/DVD in the console, it will automatically prompt you to download the app. If you didn't already have it installed and you weren't connected to Xbox Live,
then it would give you an error.

Let us know what you're seeing and whether or not you're able to watch a Blu-ray while
offline after downloading the Blu-Ray Player app.

Set up and install the Blu-ray and DVD player app on Xbox

To watch Blu-ray or DVD movies on your Xbox console, you first need to install the Blu-ray Player app. To install the app, choose one of the following options.

Press the Xbox button to open the guide, select Home, and then select Store.

Select Search and enter Blu-ray in the search bar. Select the Blu-ray Player app when it appears in the list of results.

Select Install to download and install the app.

Insert a Blu-ray or DVD disc into your Xbox.

Select the Blu-ray Player app when it appears.

On the Blu-ray Player app details page, select Install.

Your disc should start playing automatically.

After the app is installed, you can watch Blu-ray or DVD movies by inserting the disc into your Xbox console and selecting Blu-ray Player on the Home screen, or by finding it under My games & apps

Unfortunately, that didn't help. Also, on my Games and Apps list, under Queues, the icon for the blu-ray player download is blacked out and has no description or indication that it is the blu-ray player download.
