Trying to create a Xbox live account

That error code usually means a network or service issue.

If the issue persists, try creating your Xbox Live account on a PC at https://account.microsoft.com and then signing in on your Xbox 360.

SIGN INTO XBOX / Create an Xbox Profile


Sign in using your new Microsoft email and password on the top right corner.

Accept the terms and conditions.

Hi there, this is what is going on. The windows live ID and password you are trying to use to create an account has already been used to create an account on xbox live. That is the reason you can't use the email your trying. What you can do is create a new
windows live ID and password and then make an account with that.

You should try creating the Xbox live account on Xbox.com, after its created recover the profile on your 360 console. If you already created an xbox account try signing onto it on xbox.com if you can access your account on the website they they might
be having Tech issues on Xbox live right now. I hope this helps!
